Saudi Arabia’s commercial interior specification market is undergoing a structural shift. Two forces are converging in 2025–2026: a Grade-A office construction surge in Riyadh, and the modular, sustainability-driven fit-outs inside NEOM and other giga-projects. Together they are rewriting the flooring shortlist for developers — and moving commercial carpet tile, rigid LVT and SPC to the center of the conversation.
Riyadh: 900,000 m² of new Grade-A office space on the way
Riyadh’s office market is not softening — it is accelerating. Grade-A occupancy held at 98% in Q2 2025, rents rose ~10% year-on-year, and more than 900,000 m² of new Grade-A stock is scheduled for delivery through Diriyah Gate, Misk City and Riyadh Front. Over 660 multinational companies have already secured regional HQ licenses in the capital, pulling BFSI, TMT and consulting fit-outs into a compressed 2025–2027 delivery window.
For these tenants, flooring is no longer a back-of-spec line item. Acoustic performance, replacement speed, cable management for agile workstations, and ESG-aligned material passes (low VOC, recyclability) now drive the decision. That favors three products:

NEOM’s volumetric construction model rewards standardized, prefab-friendly flooring systems. At the same time, Tabuk-region humidity and coastal modules rule out moisture-sensitive substrates. Rigid-core LVT and SPC — with integrated moisture barriers and click-lock installation that cuts on-site labor — fit the procurement logic of full-service contractors who carry installation + maintenance liability.

What Saudi specifiers now ask before awarding
- Certification stack: SASO / SABER PCoC + SCoC, SFDA VOC limits on adhesives, Saudi Building Code fire/slip classes, EN 13501-1 or ASTM E84 fire report.
- Climate math: ΔT stability −20 → +60 °C, QUV fade Δ<3, coastal moisture barrier, static-control option for data/comms floors.
- Logistics: Dammam/Jeddah port lead times, palletized moisture-barrier packaging, local warehouse stock for call-off contracts.
- Service bundle: Riyadh-based developers increasingly award to full-service flooring contractors who own install + warranty, not loose material resellers.
