Vietnam-Made vs China-Made Fire-Resistant Carpet Tiles: Why a $8–10/m² FOB Changes the Landed-Cost Math

For commercial buyers specifying fire-resistant carpet tiles—PP or Nylon loop pile, 4 mm pile height, PVC backing, Cfl-s1 rating, 50×50 cm modules—the factory quote is rarely the deciding number. The real decision happens when you stack tariff + freight + port risk on top of FOB.

Our standard Vietnam-made flame-retardant tile is quoted at FOB $8.00–$10.00 per m² (depending on fiber: PP at the low end, Nylon 6 at the high end, both with PVC backing and certified fire treatment). At that price point, switching origin from China to Vietnam is not a marginal optimization—it rewrites the project budget.

1. The Tariff Wall on China Origin (HS 5704.10.00)

Under the 2026 US tariff stack for carpet tiles (max surface ≤0.3 m²):

  • China origin: MFN 4.7% + Section 301 (25%) + Section 122 surcharge (10%) = ≈39.7% total duty
  • Vietnam origin: MFN 4.7% + Section 122 surcharge (10%) = ≈14.7% total duty (no Section 301)

That is a 25-point duty gap purely from country of origin.

2. Landed Cost Model at $8–10/m² FOB

Assume a 40HQ of carpet tiles ≈ 3,200 m². Take midpoint FOB $9.00/m² → FOB value $28,800/container.

US Bound (Los Angeles/Long Beach), CIF+ Duty basis

Cost itemChina OriginVietnam Origin (Phu My)
FOB (3,200 m² × $9)$28,800$28,800
Ocean freight 40HQ (VN Phu My/Cat Lai → USWC, indicative 2026)$2,800–$3,200$2,800–$3,200
Marine ins + local THC at load port~$350~$320 (Phu My slightly lower THC)
Customs value base (FOB+freight+ins)~$31,950~$31,920
US duty (2026 stack)39.7% ≈ $12,68414.7% ≈ $4,692
MPF/HMF/filing~$110~$110
Total landed (port LA)~$45,044~$37,052

Vietnam saves ≈ $7,990 per 40HQ at the $9/m² FOB level.

Per m² landed: China ≈ $14.08/m² | Vietnam ≈ $11.58/m².

If you take the low end FOB $8.00 → Vietnam landed ≈ $10.40/m² vs China ≈ $12.65/m².

If you take the high end FOB $10.00 → Vietnam landed ≈ $12.75/m² vs China ≈ $15.55/m².

The wider the FOB band, the more the 25% duty gap dominates: at $10 FOB, the absolute saving is ~$8,960/container.

3. Why Vietnam $8–10 FOB Is Defensible

Buyers often assume “Vietnam must be cheaper at factory gate.” In reality:

  • PP yarn may be imported into Vietnam (sometimes from China/Korea), so raw material cost is close to a Chinese mill.
  • But southern Vietnam (Binh Duong/Dong Nai) finishing—tufting, PVC scrim coating, tile cutting, fire treatment, packing—runs lower labor and environmental compliance cost than coastal China.
  • At standard 6 mm total thickness, ≥400 g/m² pile, containerized 50×50 cm tiles, a $8–10 FOB from a Binh Duong mill is a normal 2026 number for PP/Nylon blend; pure Nylon 6.6 with B1/Class 1 rating pushes toward $10–12, but the $8–10 band covers the bulk of contract-spec PP/Nylon 6 orders.

So unlike ultra-cheap promotional carpet ($3–4/m²), the $8–10 tier is already a certified commercial product—and the Vietnam duty math makes it look like a $6–7/m² China alternative after border.

4. Port Choice Protects the Margin

We load primarily at Phu My Port (Cai Mep–Thi Vai) because:

  • Deep-water direct sailings to USWC (18–22 days) and North Europe (28–35 days via Suez) without Ho Chi Minh city feeder delay.
  • Lower terminal handling congestion vs Cat Lai; trucking from our factory ~2.5–3.5 hrs.
  • Backup Cat Lai Port, HCMC (VNCLI) is used for LCL, buyer-nominated forwarders, or when a 20GP consolidates with other fit-out goods; adds ~2–4 days transit risk but keeps in-city customs flexible.

For a $9/m² FOB tile, a 3-day rollover at Shanghai peak season can erase $0.20–0.30/m² of margin in detention/demurrage. Phu My’s direct-vessel profile is part of the reason the Vietnam landed cost stays predictable.

5. EU Buyers: EVFTA Makes $8–10 Even Stronger

For EU destinations, Vietnam-origin carpet tiles under EVFTA benefit from gradual tariff elimination (most lines 0% after transition, 4.7% MFN baseline removed once Rules of Origin met).

China-origin pays full MFN 4.7% with no FTA relief. On a $9 FOB tile to Rotterdam:

  • Vietnam: duty 0% (EVFTA-qualified) → landed gain of ~€0.42/m² vs MFN
  • China: 4.7% MFN + any anti-circumvention scrutiny

Combined with similar ocean freight (Cat Lai/Felixstowe ~30–35 days), the Vietnam $8–10 FOB becomes the default spec for German/French office projects.

6. When China Still Competes

If your project needs:

  • Proprietary nylon 6.6 pattern with branded backing (e.g., EcoSoft, Bitumen hybrid)
  • <500 m² LCL sample order where ocean $/m² variance is small
  • Rail+sea to Central Asia or GCC re-export

…China’s vertical supply can still win on lead time. But for standard fire-rated PP/Nylon loop pile, 50×50 cm, containerized to US/EU at $8–10/m² FOB, Vietnam origin typically lands 18–22% cheaper door-to-port than China origin of equivalent spec.

Bottom Line

At $8.00–$10.00/m² FOB Vietnam, the fire-resistant carpet tile is not “cheap Vietnam product.” It is a correctly priced commercial tile whose true advantage appears only after you add the US 39.7% China stack vs 14.7% Vietnam stack. On a 3,200 m² container, that is roughly $7,500–$9,000 back in the buyer’s pocket—before counting Phu My’s reliable sailings and EVFTA’s EU duty removal.

Specifiers who still compare only the FOB line are leaving five figures per project on the table.
